Toward an Animal Welfare Division

FePA is advancing a bill to create the Animal Welfare Division. This independent entity would be responsible for, among other matters:

  1. Closing the institutional gaps that limit enforcement of Law 154-2008
  2. Developing and implementing a coherent, sustained strategy, together with the municipalities, to reduce the overpopulation of abandoned and stray animals
  3. Establishing a program of access to veterinary and spay-neuter services for low-income communities
  4. Ensuring professional, specialized training for the sectors involved
  5. Coordinating emergency response
  6. Creating structured guidelines for every animal protection and welfare effort

FePA publicly demands systemic change that guarantees effective protection for animals.

What we are doing

FePA trains police officers, prosecutors, and the community on the applicable statutes and follows up on reported cases.

How to report animal cruelty

Horse wearing a blue halter

If you witness a situation of cruelty against an animal in Puerto Rico, you must report it immediately to the Puerto Rico Police, by calling 787-343-2020 or 9-1-1 in an emergency, or to your town’s Municipal Police. If you cannot obtain the cooperation of the authorities, you can contact FePA and report the situation.
